This presentation represents the first effort by the Center for Urban Studies (CENTER), University at Buffalo to reconceptualize community development and neighborhood revitalization. This essay grows directly out of the applied research and neighborhood planning activities of the CENTER, and our efforts to understand more deeply the issues we confronted. Professor Sam Cole, a Senior Research Associate at the Center for Urban Studies, and professor in the Department of Planning, developed the concept, Turning Point Scenarios. Many other concepts in this paper were shaped by discussions with Professor Alfred Price, Department of Planning. Please feel to circulate and share this concept paper with your friends.
